Bremer hands sovereignty to Iraq two days early; the CPA dissolves before breakfast

The date was moved forward to outpace insurgent attacks; Allawi and al-Yawer now govern a country in open insurgency.

Fourteen months after U.S. forces toppled Saddam Hussein's statue in Baghdad, the Coalition Provisional Authority still governed Iraq from behind the Green Zone's concrete barriers. On June 28, 2004 — two days ahead of schedule, the date moved forward specifically to preempt anticipated insurgent attacks — CPA Administrator Paul Bremer handed documents of sovereignty to Interim Prime Minister Iyad Allawi and Interim President Ghazi Mashal Ajil al-Yawer in a brief, closed-door ceremony. The CPA dissolved that same morning, replaced by an Iraqi Interim Government that immediately inherited a country in open insurgency…
